The Transparency Action Plan Summit (TAP Summit) on July 29-30
The Transparency Action Plan (TAP) Summit will be informed by the principle that meaningful public involvement requires access to information. This principle applies at every level from neighborhood block groups all the way to national and international politics.
The Cleveland Coalition and our partners are committed to facilitating a well-informed, outcome-oriented planning session on the topic of county-level transparency. Advancing this issue requires effective leadership both inside and outside governmental institutions. Our coalition intends to provide meaningful leadership to augment work already being advanced by the Cuyahoga County Executive and Council.
The Transparency Action Plan (TAP) Summit will convene representatives from every major sector whose collaboration and productive exchange of ideas and information is essential to the health of our community. These groups include governmental officials, business leaders, legal professionals, IT professionals, nonprofit practitioners, and community activists.
Over the course of two days, participants will be educated about best practices across the country and the world in the area of transparency, the exciting work already underway at the county level, and current opportunities at the county level for innovation. The bulk of the summit will include planning and design phases during which participants will be tasked with developing a plan for advancing transparent practices and policies in our community.
As the name suggests, the Transparency Action Plan (TAP) Summit is a planning event, and as such will serve as the beginning for a path of dynamic, innovative public participation in the months and years ahead. Please join us July 29-30, 2011 to help articulate a strategy for moving our community forward, and establishing Cuyahoga County as a national leader in the area of government transparency and public engagement.

Today’s Burbmerger Roundup & Tales of Two Dispatch Centers

Several items in the news – two from today and others from the last week – all offering different narratives:
First, from Business Journal Daily, “Collaborations Expand Beyond Trumbull” an article that highlights action as well as talk about municipal collaborative efforts, a positive spin on merging dispatch centers:
For Tom Pascarella, director of administration for the city of Tallmadge, collaboration wasn’t only a best practice; it was a way to protect the city from dire financial straits. The city is saving $500,000 annually by combining police and fire dispatch services with the city of Stow.
Two notes on this article:
1. You can google up a bunch of articles about the dispatch arrangement, but here’s how it’s described on Stow’s website and here’s how it was described in March 2008 when it was first approved by Stow. I’ve contacted someone I know on the Stow council to learn more about his impressions of the arrangement and will share them if that’s okay with him once we communicate. I also have a friend who is running for Stow’s council and will be sure to ask her if she has an opinion about it too.
2. Ohio SOS Husted rules no more pre-checks for candidates/petitioners?!

UPDATE: I found one article on it with some numbers re: the prevalence of the practice (so-so). I’m surprised to read that it’s interpreted as being a Democratic thing to not want them and a Republican thing to want them. Frankly, I would think that the kind of challenges that could go on, post-deadline, are a real pain and easily avoided when you do allow for pre-checks. I used the pre-check system when I ran in 2009 and I was grateful for it. I hope other electeds/former candidates weigh in on this. Am I missing something?
UPDATEx2: The decision about Summit County was made around April 26. The article states that Husted’s spokeperson, Matt McClellan, indicated that there was not a plan to issue a directive, but obviously that changed sometime between April 26 and June 10. Hmm.

Was this ever in the news? I must have missed it if it was but wow – I am really dismayed. The main issue that come up for me, which was something that I could not ascertain with any certainty, was when someone would sign my petition, didn’t show up on the CD-Rom list of names that I had, but yet there were 50 or more people born in the year 1900 on the CD-Rom and clearly not still live, Pepper Pike voters. I.e., I knew that the list that I’d bought from the BOE definitely had problems on it – so just because a name of someone who signed my petition didn’t show up on it, that didn’t mean that the person wasn’t a registered voter in Pepper Pike. I had the adult son of friends sign the petition. His name didn’t show up on the list, but he also wasn’t registered to vote here, even though he was living at that moment with his parents. I learned through the pre-check that his name was not an eligible one. Read more

Regulations, What Are They Good For? Some Say Absolutely Nothing

I’m not in that group, but it is those who are that seem to be the most willing to ignore anything good that does derive from what seems like almost any quantity of regulation of almost anything.
Where’s this observation of mine coming from? It really became highlighted for me in a thread about clean air regulations that got consumed by the philosophical differences related to how we prioritize what is important to us. The example comes from this post at The Moderate Voice where I’ve been co-blogging for years as an example. Just read through the comments. (I know several of the regulars and we have acceptable online rapports that have developed over years, so you can stick to considering the content of the arguments made, as opposed to anything that might seem kind of personal.)
I don’t think that the back and forth there is atypical at all in terms of how those who are prone to see matters in a binary way apply that to the topic of government regulation. In fact, I think it reflects that type of vision extremely well.

PD’s Frolik: Only One Question Voters Need to Ask Mayor, City Council Candidates: What Collaboration, Consolidation, Mergers Will You Pursue If Elected

Plain Dealer editorial writer, Joe Frolik, is one of my most favorite PD people. I got to know him a bit in 2007 when I regularly participated in WCPN’s weekly regional roundtable.
I loved his Sunday editorial, “Consolidation question should be uppermost of voters’ minds.” It was front and center on the Forum page. His gist: In recognition of this year being a municipal election year, when mayors and city council members run for election, retention or re-election, Joe suggests the following litmus test (and I do not mean that in a negative way but rather as the one question that he suggests voters should ask):
…let me suggest a question — one that my colleagues on the editorial board and I will certainly pose when we interview candidates seeking The Plain Dealer’s endorsement this fall:
“What collaborations, consolidations or mergers of city services will you pursue if elected?”
If the answer is something along the lines of “None that I can think of,” or “No, we’re good,” end the conversation right there.
Anyone who can’t see the need for local government to get dramatically more efficient isn’t worth your time — or your vote.
While I think voters can make that decision for themselves re: is the candidate worth your time, there’s no question that collaboration, consolidation and mergers fevers are in the air.

Attention Michele Bachmann: If You’re So Pro-Life, Explain Desire for People-Killing Abolishment of the EPA

It’s hard to know where to start, as a mother of three kids under 18, one of whom has a recurring respiratory problem whenever he gets a cold, and living in a state that gets an overall F in clean air, when it comes to how universally savage the Republican presidential hopefuls are toward the Environmental Protection Agency.
If you missed the news, here’s a breakdown of how each of seven candidates addressed environment and energy issues in this past Monday’s Republican presidential primary debate in New Hampshire. (Note: it’s from a blog called Energy & Capital, and you can read about the editors of it here.) U.S. Representative and presidential primary candidate Michele Bachmann, had the most choice words. Her solution to all our problems that she deems are connected to regulation? She demands that we start with changing the name of the agency from “Environmental Protection Agency” to “Job-Killing Organization of America.”
Hmm. Really? A name change? Well, I get the obsession with the image is everything thing, but I think she’s going to have to do a whole lot more research, analysis and formulating before she’s going to convince anyone that a name change is going to make a difference.

For those worried about me after positive critique of Bachmann debate performance

This is what I saw, and how I saw it.
This is what I know and why I don’t buy it:
[U.S. Rep. and Republican primary candidate for president Michele] Bachmann is now the vanguard of the rightwing populist movement—particularly with the more genial Mike Huckabee out of the race and her sister-nemesis Sarah Palin not yet in it—she will be the voice of this strand of social conservatism in the campaign.
While her followers portray Bachmann as a “modern woman,” never forget that what she really represents is a retro throwback to a kind of American that is intolerant, bigoted and out of step with the best instincts and possibilities of this country.
Add to that, many blog posts I’ve written over the last three years indicating how scary and wrong I find Bachmann’s statements and re-defining of terms to suit her political positions.

CA Campaign Ad from Right Portrays Dem Female Candidate as Stripper, Calls Her B-word & “Ho”

Just one morning I’d like to not see news that feels so compelling that I can’t turn it away for noting on the blog. For sure there are days when against all pressure I don’t give in, but this is just so ill I’m not posting the video here – you can see it for yourself at Salon’s post, “Creator of offensive campaign ad won’t apologize.” Excerpt:
The creator of a deliberately offensive ad portraying a female congressional candidate as a stripper and featuring two black men holding guns and repeatedly screaming, “Give me your cash, bitch!” is refusing to apologize to critics of the spot.
“We decided we would launch with a controversial ad that would piss a lot of people off,” says Ladd Ehlinger, Jr., a conservative filmmaker who has produced unconventional political ads in the past. “If I get dinged a little, then so be it,” he adds, acknowledging that he wrote and produced the ad for his new political group, Turn Right USA.
The ad targets Los Angeles Councilwoman Janice Hahn, who is running in a special election for an open congressional seat against a tea partyer named Craig Huey.

Republican Debate Winner: Michele Bachmann

It’s possible no one else will say it, but US Rep. and now Republican presidential candidate Michele Bachmann got major earned media tonight at the New Hampshire primary debate because she announced that she’s officially entering the presidential primary competition. Why else was it her night? (If you missed the debate, I live-blogged it all here and so did Joe Gandelman, here.)
She did not use any cards with graphs on them.
She did not make any sweeping generalizations about liberties, history or how much President Obama spent to do something that would fail a fact check.
She rarely evaded answers.
Her tone of voice was proper and appropriate.
And while there are other observations about her presentation that say she won this debate – or at least came out of it as the top winner, the biggest wins for her also include: Read more

Kids’ Images of Clean Air Opponents & How Polluted Air Lingers Over Schools

Those children’s drawings and many more can be found here and here, courtesy of Ohio Citizen Action. The posts are titled, “Children’s Drawings for Duke Energy.” And while the images illustrated by the children reflect their awareness about the air quality around them, thanks to a 2008 USA Today multi-part, multi-media series on air quality around school buildings, findings are now coming out that highlight how those industrial pollutants endanger schoolchildren.
